Program

CONTEXT

Several challenges hinder SMEs from effectively participating in and succeding at calls for tender. We believe that by training experts in European procurement processes, we can enhance SME participation in public tenders, particularly in the communication sector.

To that end, IHECS Academy is launching a co-funded and EU-recognized training program through the Erasmus+ Jean Monnet program, in partnership with VO Europe.

This specialized course combines theoretical classes with hands-on workshops and case studies to master the tender application process.

PROGRAM

  • Theoritical classes on How the EU buys communications services and classes on internal market with Xavier Martin and Joan Pere Plaza Font
  • Training in how to write winning proposals with Gökçe Kalayci from Seven of Nine
  • Practical « Hands-on EU Tenders in Communication » sessions with Gaëlle Pellon from Vo Europe
  • Simulation exercise with Gaëlle Pellon and Louis Ratomahenina
  • Skills and coaching sessions with Louis Ratomahenina from GiZ

Expected deliverable at the end of the course:

Participants will write, under supervision, a working paper on the challenges and perspectives of EU tender and will be published in IHECS’s official publication journal through our collaboration with Protagoras (IHECS’s Political Communication Think Tank).

PEDAGOGICAL METHODS

This module is a perfect combination of theory and practice, it combines both the transfer of important knowledge and information needed to understand the practice and frame of EU tender, along with multiple workshops where participants will practice every step of tender application.

TRAINERS

Xavier Martin: senior EU legal and policy expert with over 20 years of experience in European institutions and public affairs. He has held high-level roles in project management and regulatory strategy within the European Commission with a focus on EU law, procurement, and research funding frameworks.

Joan Pere Plaza Font : Phd, Coordinator for the project Knowledge and Innovation for the European Trade Challenges (Jean Monnet Module). Specialist in EU-related topics, in particular interregionalism, European institutions and EU trade policy.

Gökçe Kalayçi : Executive Leader in Business Development, Founder and Managing Director of Seven of Nine.

Gaëlle Pellon : PhD, Boost – Head of New Business at VO Europe.

Louis Ratomahenina : Project Manager for the Tender Unit at GIZ International Services.

      Participants will learn how to build and manage consortia, a crucial skill in many professional settings.

      The module introduces strategic decision-making processes, helping participants evaluate project viability.
    • Tender Preparation:
      Participants will prepare a real tender, receiving coaching to develop practical, job-ready skills.

Through this combination of academic rigor and hands-on training, the module ensures that participants are not only well-versed in theory but also prepared to excel in professional environments.

Target audience

TARGET AUDIENCE

This program is directed to

1. European communication professionals at all levels
2. Communication officers and managers from agencies
3. Civil servants and public sector employees
5. Recent graduates in European affairs who want to add a specialization in tendering

NUMBER OF PARTICIPANTS

Subject to confirmation for a minimum of 6 participants and a maximum of 15.

500 €

Training provided exclusively in English

TIMEFRAME

A total of 40 hours of training, between May and June 2026, with one delivrable (publication) to submit in September 2026.

DATES

May 2026: 7/05, 9/05, 19/05, 21/05, 23/05, 26/05, 28/05

June 2026: 2/06, 4/06, 9/06, 11/06, 13/06, 16/06, 20/06, 23/06, 30/06 (optional)

Restitution of the publication in September 2026.

 

Evening sessions are from 6:15pm to 8:15pm or 9:15pm

Saturday sessions are from 10:00am to 4:00pm

Dates can be modified and a final calendar will be provided prior to the start of the training.
