Why do citizens show such a lack of interest in Europe? The reasons are many and varied: complex subjects, decision-making that’s hard to understand, and an elitist culture.

Communication is an essential tool to mend this fracture. With greater information at their disposal, citizens can be motivated to become more engaged and have a greater influence on decisions. For that to happen, Europe needs new professionals, new talented people, and new kinds of training. That’s why IHECS created the Executive Master in European Public Affairs and Communication (EPAC).

Programme

PROGRAMME

The program is structured into three clusters:

First cluster: Lays the foundations for understanding the European institutional system, providing the keys to influencing it effectively. Participants will master strategic techniques essential not only for lobbying but also for impactful communication.

    • Mastering EU Negotiations
    • EU Advocacy
    • Masterclasses : Role of Think Tanks in EU Policy, Lobbying Transparency and Shaping policy: civil society’s impact on EU decision-making

Second cluster: Covers European communication strategy and stakeholder mobilization in institutional and private-sector campaigns.

    • Communication Strategy
    • Digital Communication for Advocacy
    • Working with the Media

Third cluster (Jean Monnet cluster): Officially recognized and funded by the European Union, dedicated to mastering the context and competencies required for European tenders in communication.

Extra training modules:

Distilled within the clusters, these extra modules provide concrete, market-relevant skills for the EU job market, including the ability to engage and convince strategic stakeholders, strong writing and presentation skills, graphic design competencies, and practical experience in EU event management.

This programme may be modified.

EVALUATION

INDIVIDUAL PROJECT (september/october 2026)

You have the choice to submit as individual project, one of the three options below:

  • A Supervised Thesis or,
  • A Detailed and Analytical Professional Report (in the frame of an Internship performed during EPAC Programme) or,
  • A Detailed and Analytical Professional Report (analysing your own job/mission evolution thanks to the programme if you already have a job)

Objectives

  • Critically analyse the European institutional framework and identify key entry points for influence and policy shaping.

  • Design and implement effective lobbying strategies tailored to the European context, drawing on strategic communication tools and stakeholder mapping.

  • Develop and execute integrated communication campaigns for advocacy purposes, combining traditional, digital, and media relations techniques.

  • Engage and mobilise diverse stakeholders in public and private sectors through evidence-based messaging and coalition-building tactics.

  • Produce high-quality professional deliverables (strategic notes, policy briefs, presentations) demonstrating advanced writing, analytical and public speaking skills in English.

  • Understand and respond to the requirements of EU public procurement in communication, including project design, bidding, and project management.

Target Group

TARGET GROUP

There is no requirement for applicants to have done any specific ‘field of study’ in order to take this course, which includes ‘European public affairs’ and ‘communication techniques’. You can enrol on the Executive Master in European Public Affairs and Communication via a master’s degree, for example, in law or political science, or via a master’s in journalism, public relations, communication science, humanities and social sciences, and so on.

NUMBER OF PARTICIPANTS

Our pedagogical approach favors training in small groups. The number of places will be limited to 25 participants.

SCHEDULE

Classes are each Tuesdays and Thursday evenings from 18.15 to 20.15 or 21.15 (either online or in-person)

As well as some Saturdays (10h to 16h, in person classes only) and 2 Fridays (7th of november and 19th of june).

Some of the teachings will be taught via e-learning.

A detailed planning will be send at the begining of the program but changes in that planning might occur.

TYPE OF CERTIFICATION

An Executive Master is a continuing education related to a 3rd cycle training (post-Bachelor/Master) but organized by a private organism, it is not awarded by the Wallonia-Brussels Community.

This program cannot serve as a master equivalence; on the other hand, it is fully recognized in the private sector.

ADMISSION REQUIREMENTS

Applications are accepted until the 24th of October unless the maximum number of participants (25) has been reached.

This course is open to students from the European Union or third countries (outside the European Union).

There is no requirement for an applicant to have completed any specific ‘field of study’ in order to take this course, which includes ‘European public affairs’ and ‘communication techniques’. You can enrol on the Executive Master in European Public Affairs and Communication via a master’s degree, for example, in law or political science, or via a master’s in journalism, public relations, communication science, humanities and social sciences, and so on.

If an applicant does not have a diploma in a second-cycle university degree (master’s or similar), a bachelor’s university degree or higher may also be accepted, provided the applicant can prove they have gained professional experience that is appropriate for this course.

By professional experience, we mean the jobs and professions directly linked to Europe or communication. The decision will be made on a case-by-case basis, based on a detailed file, together with the required certificates. In general, the experience mentioned there must provide guarantees of competency and skills equivalent to those required by second-cycle (master’s degree level) studies. It is the responsibility of the applicant to prove that the experience mentioned is genuine. The applicant can do this by all legal means (employer certificate, contract, evaluation report, recommendation, certificate of registration in the commercial register, certificate from a public authority, tax-related document, etc.).

Level of English

The entire Executive Master course is delivered in English.

On their application form, applicants are invited to demonstrate they are sufficiently proficient in the English language. Knowledge of other languages than English is an additional advantage.

A ‘good command’ means a sufficient level of understanding in reading and listening, as well as a sufficient skill level in writing and speaking. To test your level of English, you can do a free test here.

The level of English must be at least B1 (intermediate).  In order to integrate more easily French speakers, the final Thesis can be written in English and in French.

The right motivation

In the application, the applicant must set out why they want to do this course, especially in terms of European issues. They must also say what they hope to get out of this course, both personally and professionally.

HOW TO ENROL

Applicants are selected in a two-stage process:

Administrative and technical evaluation of the application​

​Checking the application form is complete, as well as checking the diplomas and certificates are appropriate.

Qualitative evaluation of the application

Evaluation of the application file.

Applicants will be notified in several stages:

  • Confirmation of receipt of their application.
  • Applicants are informed of the results of the complete evaluation of their appliation by IHECS Academy via email.

After IHECS confirms the acceptance, the enrolment will be considered definitive, following the payment into the IHECS Academy account of a deposit of 1,000€. Under no circumstances will this deposit be reimbursed.

DOCUMENTS TO BE PROVIDED

In order to be complete, the application forms must include these documents:

  • The Student Charter signed.
  • A detailed covering letter.
  • A detailed curriculum vitae.
  • Photocopy of the identity card and/or passport.
  • Copy of the diploma(s) with an indication of the grade achieved.
  • If the student can prove they have a Bachelor’s degree as well as professional experience linked to Europe and/or the communication professions, please send a detailed note about this experience together with any documents proving this experience.
  • An identity photo in high quality (jpeg format).

Any other document that may be required at a later date by the IHECS authorities.

VISA

If you are a VISA applicant, you can apply for our Executive Master.

However, we strongly recommend starting your administrative procedures 4 months before the start of classes (beginning of November); to this end, we ask for proof of visa application before the end of June.

Processing an applicant’s file can take up to 90 days.

All the information you need for your procedure is available on the Immigration Office website.

Please note that we cannot intervene with your visa application, but we can provide you with all the necessary documents.
